int sym_get_col_lower(sym_environment *env, double *collb)
This routine is used to get the lower bounds of the variables.
| sym_environment *env | IN | Pointer to the SYMPHONY environment. |
| double *collb | OUT | Pointer to a double type array to be filled by the column lower bounds. Note that, the size of this array has to be at least the number of columns. |
